There are numerous students, especially those from low income families, who cannot afford educational expenses. If the government provides free access to education, children from disadvantaged background can get into the college and find decent jobs in future. This can close the social divide and create a prosperous country.

College education needs many well-paid professors and various advanced facilities. In other words, it needs a great sum of money. If the college students do not pay the tuition fee, it will lay heavy burden on the government. If the government is unable to invest enough money on university education because of the limited budget, the quality of education cannot be ensured.

　　Some hold that environmental problems are too big for individuals to solve, while others believe the problems cannot be addressed unless individuals take part in it. Discuss both views and give your opinion.
